I think there are a host of reasons why this is done.
RESO training is set up for university/college students.
It's three summers long and provides a full summer of work,
challenge, and pay. Units require offrs for many functions,
and in order to be viable need offrs. There is a large
turn-over in Reserve pers, I think the average life-span is
18 months. Therefore an uptake of new offrs is required.

High school students, without at least Grade 12 can't be enrolled
as offrs. If they're to join, it's as NCMs.

Perhaps both enrollment options could be explained better. I'm
certain that a lot of people get more than they ask for with offr
trg. It can be quite a rude culture shock into the Army.
