Tell me, how does requiring that an individual spend time in the ranks create a better officer? It certainly does not work for the RCMP, they still have very good officers and very poor officers. I have worked under officers who were very good Sgt's and very poor officers. I have worked for officers who went straight through the RESO system who were very good officers. The difference between officers and NCO's is that NCO's must lead in garrison and on operations wheras the leadership emphasis on officers is more operational. Never forget that no matter how high in the ranks a NCO gets he will never command anything larger than a section/pl/tp.
