Can someone explain to me when it is that track suits became going out clothes?

Not that they are the only ones to do it, but it almost seems like part of the Regular Force culture demands that serving troops wear their track suits when in civvies. Is there an explanation for that, or am I the only one who thinks that they look retarded?
