Tell him to draft the original redress (perhaps with the help of a good Snr NCO who can help him fine tune it). A simple memo to the CO expressing the grievance is all that is required. Then I would submit it a second one covering the lack of support he received at unit level. Since he can continue to submit the redress right up to the minister, someone will catch shit for not helping him to submit the fist one even if the final answer is no.
