Patrick Cain, who is probably the author of the article(s) you read,
posted the roll on the mailing list. In no particular order, the
following are the "non-viable" units:

1. 33 FES 41 CBG
2. 6 Int Coy 41 CBG
3. 2 Int Pl 33 CBG
4. SALH 41 CBG
5. KOCR 41 CBG
6. 1 RCA 36 CBG
7. 3 RCA 37 CBG
8. 20 RCA 41 CBG
9. 8 FER 41 CBG
10. QOR 32 CBG
11. RRofC 32 CBG
12. Linc&WeldR; 31 CBG
13. 1 RNBR 37 CBG
14. 2 RNBR 37 CBG
15. RWpgR 38 CBG
16. NSaskR 38 CBG
17. RRegRfls 38 CBG
18. LEdmR 41 CBG
19. QOCHC 38 CBG
20. Calg H 41 CBG
21. 18 Svc Bn 38 CBG
22. 15 Med Coy 41 CBG
23. 26 Svc Bn 33 CBG
24. 12 Svc Bn 39 CBG
25. 14 Svc Bn 41 CBG
26. 15 Svc Bn 41 CBG
27. 22 Svc Bn 31 CBG
28. 23 Svc Bn 31 CBG
29. 11 Svc Bn 39 CBG
30. 18 ADR 41 CBG
31. 12 Med Coy 39 CBG
32. 16 Med Coy 38 CBG
33. 18 Med Coy 38 CBG
34. 2 RNfldR 37 CBG
35. 21 Svc Bn 31 CBG
36. 35 Svc Bn 36 CBG

Now what importance should one attach to this information? Probably
not too much. The final viability score is supposed to be determined
this November, and not all areas applied the scoring criteria equally
rigorously (the playing field was far from level last year). The
scores which produced the above list must have originated from an
interim evaluation (perhaps last November). All of these units
would've been aware of the warning signs indicated by their placement
on this list and presumably commanding officers have taken action to
correct deficiencies.

What can the individual soldier do to help?

1) Successfully complete Warrior (IBTS) by August 30 in order to be
counted in the unit's Warrior stats for 1998-99. Units are being
graded on the percentage of all ranks who complete Warrior.

2) Either fill a summer tasking allocated to the unit, or nag a buddy
into doing so. Units are being graded on the percentage of their
assigned taskings which they fill.

3) Make maximum effort to attend training and meet standards over
the next couple of years even after the viability study is completed
this November. It's quite possible that units will continue to be
evaluated as the army decides how it intends to achieve restructure.
