The AO's job is only to help the young fellow with the "administrative details" of the redress, not to decide whether or not it has any merit. He could informally advise him that it did/didn't have merit but could not refuse to help him. It's the AO's *duty* to assist the Pte to the best of his abilities whether or not he believes it will be successful, kinda like the public defender who is given a case where buddy has confessed to the crime.

The officer deserves to get his dick slapped (or worse) for such blatant disregard of his duty, especially when given a direct order to do so by the CO. Perhaps (if you're within the chain) you should take the young guy for a visit with the CO so he can explain what he's been told and watch the fun begin.
