I guess the purpose of the D-Net is to give out pre-packaged information to ease the load on overworked and understaffed directorates. Given the number of questions being asked at NDHQ by the press and "disgruntled former employees", I suppose it shouldn't come as too much of a surprise that any material for public consumption must be "stove-piped" to the appropriate directorate for sanitization and spinning. At least DND appears to be doing the right thing.
