My apologies; "Halford", not "Halpern". However, the quote is correct. (pp 237) Interesting, that the following paragraph reads,"To some, blame for the eventual failure of the postwar Canadian flag fleet to survive more than a few years could be attributed to the militant activities of the Canadian Seamen's Union". Halford goes on to dispute that argument, but doesn't that reinforce the point in my previous posting? How could the Canadian government have been expected to legislate re-establishment benefits for merchant seamen who, according to all accounts, were already established?
