Hi Dav, I never witnessed a flogging but I was in the army when it was still a punishment for statutory rape. That was fooling around with a member of the opposite sex who was, and I stand to be corrected, under the age of 18. It might have been 16 years, but the memory has faded a bit. Statutory rape didn't confine itself to actually having to rape a female. There were a bunch of circumstances that constituted statutory rape. I remember that it definately kept ones head on straight about doing something that could get lashes with a cat o nine tails. It's too bad that that punishment is no longer in service. Maybe it would stop a lot of what is happening now and what has happened. But leave it to Human Rights, and the so called do gooders out there to get it wrong again. No punishment..... no discipline.
