How many officers is "too many"? Are unfavourable perceptions a result of too many lieutenants, or too many greying majors hoping for a turn at the CO's desk? Consider how many privates are recruited, trained, and released before one proficient sergeant is produced, or how many lieutenants are required to produce one proficient captain.
