CMRB (career medical review board) decisions usually take a long period of time. 2 years is not uncommon from the time a member is put on permanent category. I have heard various answers as to why but usually it is because the files are not complete (ie specialist's reports not forwarded to the board) and the board cannot make a determination. The purpose of the board is to determine if the member can be retained (either in current trade or by trade reassignment) in the CF. The plus side is that if he is on a permanent category, he cannot be released until a CMRB decision is made, even if he is at end of contract.
If you think he is being given a bum rap, encourage him to seek redress either through the system or through the obudsman or his MP.
