Once upon a time at the Staff College in Toronto, the students used to submit a paper entitled "New Horizons" (plural vice singular).
Wouldn't it be ironic if the Globe & Mail had obtained a copy of a student paper (representing a theoretical approach taken by only one student, and mistakenly believed it represented Departmental policy? Kinda makes you think the Phobe & Pail should hire a military columnist, eh?
Besides, aren't Canadian operations supposed to have bilingual names (e.g. ABACUS, ASSISTANCE, ASSURANCE)?
Just wondering. Dileas.
