Not having seen the presentation or any accounts of it, I cannot comment on what award may have been made. If you check http://www.vac-acc.gc.ca/collections/cmdp/mainmenu/mainmenu.htm you should find mention of the Meritorious Service Cross and to whom it could be issued after a given date. If the award you reference is the same, it can be awarded both militarily and civilly.
