Hmmmmm ... so, according to your explanation, maybe that's why France got the snot kicked out of them in both World Wars - their laws forbade them from pressing the attack into Germany? Hmmmm ...

Actually, I thought it was the other way around - prior to the loss of Algeria, the French Foreign Legion was kept outside of France (lest they be used against French citizens?)

Or could it be that you've confused France with Germany, whose constitution (post WWII) did not allow their army to be deployed abroad?
