I'm a little late on this one, since I primarily follow discussions on the mailing list. In a nutshell: The exercise never had a thing to do with Quebec being an enemy. Ficticious friendly forces (Corps '86) were fighting a ficticious (per the orbats in 315(7) (IIRC)) Fantasian enemy. Because Kingston is where it is, when you deploy a ficticious enemy army group+, it tends to cover a lot of real estate - hence the enemy geographically tends to be headquartered in Toronto or Montreal depending on whether they are coming from the east or west. The only thing not ficticious was the maps, because it's cheaper to use real ones than make up your own, and easier in this case since the students go out on the ground to conduct TEWTs after doing staff map exercises. If you have the opportunity to explain it to civilians, perhaps it helps to tell them to think of it in the same way as a movie director filming in Vancouver and pretending it is Seattle - it does not suddenly mean that Bill Gates must have a British Properties address. I think it's important that this sort of misinformation is dispelled at every opportunity.
