I suppose in the old days the parade square would have been kept spotlessly clean by whoever was on defaulters, and the unit or garrison RSM would have insisted on it. Now, civilian contracters sweep it on a (semi) regular basis - and no one can be bothered to pick up scraps of garbage that end up laying around. Things have indeed changed!
