I said it below - design a decent combat shirt that you can wear medals and badges on - even if you have to give four of them out to Reservists, it could still be cheaper than DEUs (for with DEUs go the CF overcoats, and ankle boots, and forage caps, blah blah blah). Then you could keep two or three shirts for the field and have a good one for wearing in garrison - hey, it's what they used to do with Battle Dress.

While we're at it, why not bring back the practice of coloured lanyards (in WWII just about every unit had their own coloured lanyard to wear) and Coloured Field Service Caps - seemed like a good response at the time for the drabness of combat uniforms when walking out or doing duty on base.
