Prepare for martial law, says local resident

A Sarnia man fears the Canadian military may be getting ready to impose martial law on the country by the year 2000.

Michael Fox is warning local residents to be ready for "a major calamity and chaos" once the world's computers are struck by the millennium bug.

In a bid to restore order, he believes the military will move in. "There's no way the police department could control the mass numbers (of people) trying to get to the banks."

Among other things, martial law means soldiers will take over grocery stores and gas stations, he said.

Fox, an unemployed painter, made his comments before a report by the Year 2000 contingency planning group of Emergency Preparedness Canada called for Ottawa to be prepared to declare martial law in case the millennium bug causes widespread chaos.

Fox believes he has seen evidence of the military getting ready for a takeover. In fact, he says he spotted five black helicopters with tinted windows flying over the Brigden area last June. "They came out of the clouds and were flying so low I could have seen who they were if not for the tinted windows."

On another occasion, he said he saw a helicopter hover over a woodlot for about half an hour. And just two weeks ago, he spotted a twin-engine military transport plane painted in camou-flage colours flying over Sarnia's city hall. From there it flew down the St. Clair River, from north to south, possibly surveying and mapping the area, he said.

Fox believes some of the aircraft may have been flown by mercenaries, including Russians. "They have Russian United Nations soldiers in the States who fought in Bosnia. They know what it's like to shoot and kill people."

He said he's also talked to a fisherman and a hunter who stumbled upon a military base in northern Ontario.

Both were ordered to leave the area at once, he said.
