Not sure what you mean when you say that keeping conscripts in Canada until they volunteer for overseas has "worked in Canada's favor in terms of morale." Read Farley Mowat's book "My Father's Son" for his opinion of the "Zombies" in Canada - an opinion widely, if not universally, held. I would conclude that it had a crippling effect on morale. Maybe you meant to say something else?
