You are talking about a peacetime army. If there was a war, we would have to mobilize tens of thousands of men and women to serve. It only makes sense to give the Reserves a modicum of training now - if you lower standards a bit in peacetime to allow more people in, fine - if there is a war, you keep them in Canada to instruct others more able to do the job. Thereby freeing up able bodied troops to go overseas rather than keeping them in Canada.
