Landmine?

I was interested to see that the Foreign Affairs
Minister, Lloyd Axworthy, was upset and demanding
answers as to why the Canadian contingent to East
Timor had brought Claymore Landmines(?). He was
questioning whether we had broken the spirit of the
law and the agreement banning landmine use.Thankfully, the Defence Minister is reported to have
explained the difference between the two.
I just think it's odd that the Foreign Affairs Minister
wouldn't have his questions answered directly instead
of using the press.
Any thoughts?
