Old Dog Tag? - How to locate family

I have had for sometime a set of Dog Tags, I can't remember were my Grandmother found them. They are not metal, they are a pressed cardboard or wood?.

I have called the Army Recruitor in Vancouver, but all I got was a recording.

How do I find who's they were, so I might be able to track down some family memebers to give this to.

Does anyone have any ideas:
