Pilots sign on for nine years becasue that is the duration of an initial contract for officers. It is called the Short Service Engagement (SSE). It has nothing to do with recouping the cost of training. If you have heard sonmething said about obligatory service it was probably referring to the five years obligatory service officers must compete after attending Royal Military College (which, incidentally, adds up to a total of nine years for a completed SSE).

Anyway, although you have a pilot's lisence, it probably doesn't qualify you for the CF-18, the SeaKing, the Griffon, the CC-130 Hercules, the Cormorant, etc.
