Brad, I completely agree with your analysis of the
current Reserve and CF situation, and the two are
very much linked. Gen Swartzkopf said that armies
exist to train their offrs. If we greatly reduce the
number of offr positions, mobilisation will not be
possible. Most trained Reserve Offrs are a cheap insurance
policy drawing $4,000 to $5,000 per annum in salary.
Having a CF and a CF Reserve costs money. I don't believe
that money is currently being squandered, so where will
the savings come from? The fact is that a lot of people
won't accept that defence costs money. Amalgamation will
lead to less positions, less "career" mobility, and less
opportunity, and therefore less Reservists, not to mention
lower morale and pride in the units. I'm not saying that
the current system is perfect, but it's very difficult now
to sell the CF to good quality candidates. Reserve units
are also responsible for a lot more of their own admin
such as, pay, messing, and recruiting, than other CF
units, and therefore they require more offrs and Snr NCOs.
